Building Permit Mitigation Step-By-Step
- Initiate your BPT at County and obtain a building permit number. This is an application requirement.
- Identify your well’s Well Tag ID and Well Report or confirm a proposed well drill date. This is an application requirement.
- Complete and submit a BPT Mitigation Application. *Please note processing can take 6-8 weeks. *
- Online invoice issued and payment received.
- Mitigation Certificate is issued by DWE via email.
- Sign, notarize, record at County Auditor.
- Building Permit is issued by County.
- During building project, meter is installed. As a part of the Meter Pilot Program, Ecology will purchase and provide meters through January 19, 2028. Contact Clallam Conservation District (360)775-3732 info@clallamcd.org once Mitigation Certificate is issued for coordination.
- Final Building Inspection- meter requirement must be met.
Building Permit Mitigation Package Information
The Dungeness Water Exchange offers indoor, outdoor, and stockwater mitigation packages for building permit mitigation as described in the table below. Indoor only mitigation is available throughout the Dungeness Water Rule Area; however, packages with outdoor water and stockwater use are available depending on the location of the property within the Rule Area. The online building permit application will determine what mitigation packages are available for a property based on location. Indoor Mitigation
Year-Round
Indoor use (150 gpd) – $5,250
Note: The Exchange accounts for domestic mitigation using an average daily amount of 150 gallons (WAC 173-518-080b). Minimal incidental outdoor use such as washing windows, and watering potted plants in the footprint of the home is included.
Outdoor Mitigation
April 15th – September 15th
Basic Outdoor (2500 ft² – 210 gpd) – $5,250
Note: The amount of outdoor use is based on the amount of irrigation required for turf grass according to the Washington Irrigation Guide (20.80 inches/yr). A larger amount of landscaping or garden area may be possible with the same number of gpd.
Stockwater Mitigation
Year-Round
Up to 15 animals (180 gpd) – $5,250
Note: Department of Ecology has concluded that stockwater mitigation is needed for ungulates only (cows, sheep, pigs, horses, llamas, donkeys etc). This does not apply to poultry such as chicken and ducks, or pets such as dogs and cats.

Land Division Mitigation Step-by-Step
Preliminary Plat Approval
- Initiate your land division at County and obtain a land division number.
- Complete and submit a Mitigation Water Availability Determination Application. *Please note application processing can take about 2-4 weeks*
- Online invoice issued and payment received.
- Mitigation Water Availability Determination issued by DWE via email.
- Preliminary Plat Approval is issued by County.
- Move forward with land division plans.
Final Plat Approval
- Preliminary plat approval is issued by the County
- Complete the Land Division Mitigation Certificate Application. *Please note application processing can take about 6-8 weeks*
- Only indoor mitigation is available for land division applicants. Additional eligible packages may be added at time of building.
- Online invoice issued and payment received.
- Mitigation Certificate issued by DWE.
- Sign, notarize, record at County Auditor concurrently with Final Plat Approval.
